Dr. Norton teaches graduate and undergraduate courses on the economics of agricultural development and trade, and conducts research on issues related to agricultural development, production economics, and the impacts of technological and institutional change. He has current research projects funded by the U.S. Agency for International Development and by the U.S. Department of Agriculture to assess the economic impacts of agricultural biotechnologies and of integrated pest management.

He has been on the faculty at Virginia Tech since 1980, was a visiting scientist at the U.S. Department of Agriculture (1999-2000), visiting associate professor at Cornell University (1987-88), and adjunct research fellow (1988-94) at the International Service for National Agricultural Research. He has chaired the U.S. Council of the International Association of Agricultural Economists and has conducted research in more than 30 countries in Asia, Africa, Latin America, the Caribbean, Europe, and the Middle East. He spent two years in Colombia working as a Peace Corps volunteer in agricultural extension.

Dr. Norton received his Ph.D. in 1979 from the University of Minnesota, his M.S. in 1975 from the University of Minnesota, and his B.S. in 1971 from Cornell University.
